This position is responsible for leading and overseeing the operations of Council’s Economic Development functions. The role will coordinate efforts in local economic development for the LGA, grants management, and supporting strategic initiatives such as the Moree Special Activation Precinct, .
This position will also have a key focus on activating and promoting our Shire CBDs, enhancing local economic activity, community vibrancy, and visitor appeal through targeted marketing, events, and strategic partnerships.
Key objectives include:
? Enhance economic vitality and community vibrancy within town CBDs by actively working toward strategies and goals of Moree Plains Shire Council Community Strategic Plan 2036.
? Increase visitation and support local businesses through innovative marketing and promotional campaigns.
? Facilitate collaborative partnerships among local stakeholders to maximise the impact of activation efforts.
? Support the successful development and delivery of high-quality events that engage both the local community and visitors.
? Manage strategic collaboration with a range of government authorities to maximise economic and social outcomes for the Moree Plains.
? Through programs, projects, partnerships, and policy development, support an environment that is conducive to economic growth and development for the Moree Plains.
? Lead and implement programs that facilitate the retention, growth and development of local businesses, and foster new businesses and enterprises, within the Moree Plains Shire.
? Manage the grants function of Council with a core focus on supporting the growth of the Shire.
? Oversee the activation of the Moree Memorial Hall and development of Council’s signature event to improve local amenity and support the visitor economy.
OBLIGATIONS TO THE ORGANISATION
POSITION OBJECTIVE
You are a driven, dynamic leader with the ability to drive economic growth objectives, activate regions and foster productive relationships with all levels of government, broad industry sectors, and the local business community. You relate to a diverse range of key stakeholders and be adept at advocating Council’s vision to government at the highest levels, a broad range of government agencies, various industries, and members of the public.
You will have extensive experience in an economic development and/or a business environment, and have experience, or a sound appreciation, of the local government sector. You will be able to craft and deliver high quality reports, submissions and presentations, and possess effective leadership skills with the ability to motivate and support the team.
Strong time management and organisational skills are also an essential requirement of this role, to ensure workload and deadlines are met on time across a diverse range of complex projects.
Duties shall include but not be limited to:
? Lead and coordinate initiatives to activate town CBDs, driving increased foot traffic and local economic engagement.
? Deliver on Council’s Operational Plan and Delivery Program annual actions
? Develop and implement strategic marketing and promotional campaigns to boost local business and support workforce attraction and retention.
? Support the Events Manager in the planning and delivery of Council’s signature event, enhancing community engagement and visitor attraction.
? Manage partnerships with local business groups, Tourism Moree, the Bank Art Museum Moree, and community organisations to support CBD activation activities.
? Oversee the activation and utilisation of the Moree Memorial Hall.
? Ensure effective and efficient management of Council’s grants function.
? Support and facilitate the progression of the Moree Special Activation Precinct and the Melbourne to Brisbane Inland Rail Project within the Shire.
? Lead investment attraction efforts to support economic growth in the Moree Plains
? Manage and coordinate implementation of the Moree Plains Economic Development Strategy, including the development of programs as part of Council’s annual budget.
? Oversee the management Council’s funding agreements with Moree Tourism, Boomi Baths Committee and The Bank Art Museum.
? Provide leadership, guidance, and support to the Economic Development team.

Physical demands of the position:
The successful applicant must be able to undertake limited manual handling tasks as well as have the mobility to be able to undertake off-site work for events and be able to drive a manual light motor vehicle to remote locations and work alone.
? Tertiary qualifications at Degree level in Economic Development, Economics, Business, Tourism, Commerce, Marketing, Public Relations or other Social Sciences in addition to relevant professional experience. (Note: Considerable relevant practical experience may be considered as being equivalent to formal qualifications but may result in an appointment at a lower level).
? Experience in advocacy and engagement with a range of government agencies, industry and the public.
? An understanding and appreciation for the practice of Economic Development in a regional rural context.
? Highly developed interpersonal skills including the ability to lead and create a cohesive team environment, the ability to maintain positive relationships with internal and external stakeholders and the ability to learn new skills and adapt to changing situations.
? Effective organisational skills with the ability to work effectively under pressure, manage time, plan, organise and prioritise one’s own work and that of the team to achieve defined outcomes with a high level of accuracy.
? Demonstrated ability to exercise sound judgement, with a high degree of initiative and sensitivity while maintaining confidentiality.
Literacy, Numeracy, and Record Keeping:
? Well-developed written and verbal communication skills including the ability to communicate effectively with people at all levels.
? Strong numeracy skills with the ability to plan and monitor budgets and have highly developed computer skills.

? Employees may be required to participate in the on-call roster, weekend work, reasonable overtime, and disaster and emergency situations when required.
All staff must comply with NSW Office of Children’s Guardian child safe standards.
? Familiarity with and experience with a variety of business environments.
? Local, State or Federal Government experience and knowledge.
